Respiratory rhythms sustain biological life, governing the homeostatic exchange of oxygen and carbon dioxide. Until recently, however, the influence of breathing on the brain has largely been overlooked. Yet new evidence demonstrates that the act of breathing exerts a substantive, rhythmic influence on perception, emotion, and cognition, largely through the direct modulation of neural oscillations. Here, we synthesize these findings to motivate a new predictive coding model of respiratory brain coupling, in which breathing rhythmically modulates both local and global neural (...) gain, to optimize cognitive and affective processing. Our model further explains how respiratory rhythms interact with the topology of the functional connectome, and we highlight key implications for the computational psychiatry of disordered respiratory and interoceptive inference. Endothelial cells line the inside of all blood vessels, forming a structurally and functionally heterogenous population of cells. Their complexity and diversity has long been recognized, yet very little is known about the molecules and regulatory mechanisms that mediate the heterogeneity of different endothelial cell populations. The constitutive organ‐ and microenvironment‐specific phenotype of endothelial cells controls internal body compartmentation, regulating the trafficking of circulating cells to distinct vascular beds. In contrast, surface molecules associated with the activated cytokine‐inducible endothelial phenotype play (...) a critical role in pathological conditions including inflammation, tumor angiogenesis, and wound healing. Differentiation of the endothelial cell phenotypes appears to follow similar mechanisms to the differentiation of hematopoietic cells, with the exception that endothelial cells maintain transdifferentiating competence. The present review offers a scheme of endothelial cell differentially expressed endothelial cell molecules as targets for directed therapeutic intervention. (shrink)

Starting from macroscopic and microscopic facts of cerebellar histology, we propose a new functional interpretation that may elucidate the role of the cerebellum in movement control. The idea is that the cerebellum is a large collection of individual lines (Eccles's : Eccles et al. 1967a) that respond specifically to certain sequences of events in the input and in turn produce sequences of signals in the output. We believe that the sequence-in/sequence-out mode of operation is as typical for the cerebellar cortex (...) as the transformation of sets into sets of active neurons is typical for the cerebral cortex, and that both the histological differences between the two and their reciprocal functional interactions become understandable in the light of this dichotomy. The response of Purkinje cells to sequences of stimuli in the mossy fiber system was shown experimentally by Heck on surviving slices of rat and guinea pig cerebellum. Sequential activation of a row of eleven stimulating electrodes in the granular layer, imitating a of the stimuli along the folium, produces a powerful volley in the parallel fibers that strongly excites Purkinje cells, as evidenced by intracellular recording. The volley, or has maximal amplitude when the stimulus moves toward the recording site at the speed of conduction in parallel fibers, and much smaller amplitudes for lower or higher The succession of stimuli has no effect when they in the opposite direction. Synchronous activation of the stimulus electrodes also had hardly any effect. We believe that the sequences of mossy fiber activation that normally produce this effect in the intact cerebellum are a combination of motor planning relayed to the cerebellum by the cerebral cortex, and information about ongoing movement, reaching the cerebellum from the spinal cord. The output elicited by the specific sequence to which a is tuned may well be a succession of well timed inhibitory volleys the motor sequences so as to adapt them to the complicated requirements of the physics of a multijointed system. The present commentary considers the question of what must be learned in different types of motor skills, thereby limiting the question of what should be adjusted in the APG model in order to explain successful learning. It is concluded that an open loop model like the APG might well be able to describe the learning pattern of motor skills in a stable, predictable environment. Although our idea of sequential input being a key to cerebellar function was taken seriously by most commentators, there were also objections, based in part on experimental evidence that seems to contradict our intuitions and in part on commentators' preferences for different schemes. Several were suspicious of experiments (performed on slices of cerebellar tissue) that may have severed some of the synaptic connections, particularly the inhibitory ones. This comprehensive educational history of public schools in Hawai'i shows and analyzes how dominant cultural and educational policy have affected the education experiences of Native Hawaiians. Drawing on institutional theory as a scholarly lens, the authors focus on four historical cases representing over 150 years of contact with the West. They carefully link historical events, significant people, educational policy, and law to cultural and social consequences for Native Hawaiian children and youth. The authors argue that since the early 1800s, educational (...) policy in Hawai'i emphasizing efficiency has resulted in institutional structures that have degenerated Hawaiian culture, self-image, and sovereignty. Native Hawaiians have often been denied equal access to quality schools and resulting increased economic and social status. These policies were often overtly, or covertly, racist and reflected wider cultural views prevalent across the United States regarding the assimilation of groups into the American mainstream culture. The case of education in Hawai'i is used to initiate a broader discussion of similar historical trends in assimilating children of different backgrounds into the American system of education. The scholarly analysis presented in this book draws out historical, political, cultural, and organizational implications that can be employed to understand other Native and non-Native contexts. Given the increasing cultural diversity of the United States and the perceived failure of the American educational system in light of these changes, this book provides an exceptionally appropriate starting point to begin a discussion about past, present, and future schooling for our nation's children. Because it is written and comes from a Native perspective, the value of the "insider" view is illuminated. This underlying reminder of the Native eye is woven throughout the book in _Ha'awina No'ono'o_--the sharing of thoughts from the Native Hawaiian author. With its primary focus on the education of native groups, this book is an extraordinary and useful work for scholars, thoughtful practitioners, policymakers, and those interested in Hawai'i, Hawaiian education, and educational policy and theory. Marcus était conscient que Dingier refusait l’apriorisme kantien, il le voyait malgré tout comme un allié. The case of Rees v. Darlington Memorial Hospital N.H.S. Trustarises from a lower court backlash against the a prior decision of the British House of Lords in McFarlane v. Tayside Health Board. McFarlane holding that healthy children brought about by negligence in family planning procedures are blessings, and parents should therefore be denied the costs of child maintenance. But, would the House agree with the Court of Appeal in Reesthat the factual variation in that case of a disabled parent with (...) a healthy child should form an exception? In tracing the appeal of Reesto the House of Lords, this note explores their Lordships’ refusal in principle to depart from McFarlane, as well as the invocation of an autonomy-based approach to address the harm of unsolicited parenthood. In reflecting on the extent to which the wrongful conception action can be said to reinforce the value of reproductive autonomy, this note argues, nevertheless, that Reesillustrates in another way a significant departure from McFarlane, but that this is still a turn in the wrong direction. Far from resonating with women’s diverse experiences of reproduction, the law of negligence continues to illustrate little respect for reproductive choice. Therefore, this note calls for a deeper understanding of autonomy, one that recognises and embraces the diversity of individuals’ reproductive lives. (shrink)

In this paper, I consider two curious subsystems ofFrege's Grundgesetze der Arithmetik: Richard Heck's predicative fragment H, consisting of schema V together with predicative second-order comprehension (in a language containing a syntactical abstraction operator), and a theory T in monadic second-order logic, consisting of axiom V and 1 1-comprehension (in a language containing anabstraction function). I provide a consistency proof for the latter theory, thereby refuting a version of a conjecture by Heck. It is shown that both (...) class='Hi'>Heck and T prove the existence of infinitely many non-logical objects (T deriving,moreover, the nonexistence of the value-range concept). Some implications concerning the interpretation of Frege's proof of referentiality and the possibility of classifying any of these subsystems as logicist are discussed. Although to what extent Oswald Spengler served as a forerunner or precursor of National Socialism remains controversial, scholars unanimously agree that he was a virulent antidemocratic thinker. Indeed, the mere mentioning of his name immediately conjures up among students of German political philosophy associations of intense antidemocratic sentiment. The epithet of virulent opponent of democracy is certainly well-deserved for the period in his political-philosophical development when he was famous, spanning 1919, the year the heated controversy surrounding his major work The (...) Decline of the West erupted, to his untimely death in 1936. Yet what about the little-known, but important phase in the evolution of Spengler's political thought, the years immediately before the shocking military collapse of Imperial Germany and the outbreak of socialist revolution in the fall of 1918 aroused the hostility of the entire right against Germany's first democracy? These were years when Spengler, as an unknown private scholar industriously composing his chef-d'oeuvre, was politically inactive. Was Spengler passionately anti-democratic before he became an embittered man? The following investigation of this rather obscure but important period in his thought, which draws heavily upon his private papers in the Spengler Archives, surprisingly reveals that he was not vehemently antidemocratic during this time and was, in fact, a cynical and opportunistic conservative advocate of the idea of the quasi-democratization of the Second Reich. Spengler scholars, it should be noted, including among others Anton Mirko Koktanek, Gilbert Merlio, H. Stuart Hughes, Klemens von Klemperer, Horst Moller, Walter Struve and Detlef Felken, do not argue this novel position as they are not of the opinion that any significant changes in his attitude towards democratization in Germany took place in his intellectual career. The dominant approach to environmental policy endorsed by conservative and libertarian policy thinkers, so-called “free market environmentalism”, is grounded in the recognition and protection of property rights in environmental resources. Despite this normative commitment to property rights, most self-described FME advocates adopt a utilitarian, welfare-maximization approach to climate change policy, arguing that the costs of mitigation measures could outweigh the costs of climate change itself. Yet even if anthropogenic climate change is decidedly less than catastrophic, human-induced climate change is likely (...) to contribute to environmental changes that violate traditional conceptions of property rights. Viewed globally, the actions of some countries—primarily industrialized nations—are likely to increase environmental harms suffered by other countries—less developed nations that have not made any significant contribution to climate change. It may well be that aggregate human welfare would be maximized in a warmer, wealthier world, or that the gains from climate change will offset environmental losses. Yet such claims, even if demonstrated, would not address the normative concern that the consequences of anthropogenic global warming would infringe upon the rights of people in less-developed nations. As a consequence, this paper calls for a rethinking of FME approaches to climate change policy. (shrink)

In several works on modality, G. H. von Wright presents tree structures to explain possible worlds. Worlds that might have developed from an earlier world are possible relative to it. Actually possible worlds are possible relative to the world as it actually was at some point. Many logically consistent worlds are not actually possible. Transitions from node to node in a tree structure are probabilistic. Probabilities are often more useful than similarities between worlds in treating counterfactual conditionals.
